Lorna McGowan-Smith, PHR

Lorna McGowan-Smith, PHR is a Senior Analyst in Human Resources with the City of Bellingham.  She has served the City for over 12 years, and has over 25 years of experience in the field of Human Resources in both public and private sector settings.  She specializes in training, organizational development and labor relations and has maintained her PHR certification since 1997.    Lorna’s tenure on the Mt. Baker Chapter board totals several years,  and she was honored as the Mt. Baker Chapter’s Member of the Year in 2002.  Lorne is currently serving the Board as the VP of Programs for the third consecutive year.
